Can civilian companies also improve these equipment by leaps and bounds?

Today a number of things we have with us originated from the military. The Internet is a prime example of a system that came from the military. Another is the jeep which was in the military during the second world war. Likewise the jet engine that was originally used in the first fighter aircraft for propulsion.
Since being declassified and given to civilian companies, engineers from the civilian companies have improved on them by leaps and bounds. Today the internet has made dramatic improvements due to the ingenuity of the people that further developed it. Likewise, jet engines today are used by commercial liners for long distance travel.
My question is this. Can civilian engineers also make dramatic improvements on the F15 if it is released to the public domain? Likewise, can civilian engineers, using their ingenuity, develop a better Tomarhawk or Amramm missile, if they can work on them?
How about the M1A1 or the aircraft carrier, which are all classified now?

Military systems are incredibility complex. The systems that you mention not only have to function properly, but they must also be able to degrade the capabilities of the enemies equipment. The design parameters for this are very different from the civilian sector. For example your new 50″ plasma TV may rock your world, but it is no way degrades the TV’s in my house or my ability to watch them. To make a TV that has great picture clarity and makes your neighbor’s TVs not functional at the same time is a different design space with different skills altogether.
I think the examples you site are more “happy accidents” then something could be systematic.
All the engineers that engineer, and design and build the planes, tanks, missiles and weapons for the military are civilian engineers…….none of them work for the government.
The government buys all of its equipment from civilian companies, like Raytheon, and Boeing, and General Dynamice, and Lockheed-Martin etc. etc.
